EMS Physician Solutions is committed to the public safety mission. Our goal is to advance the quality, safety, and coordination of out-of-hospital care by providing expert physician oversight to emergency medical services, law enforcement, and 911 communications systems. We believe that every link in the chain of emergency response—dispatchers, first responders, medics, and public safety officers—deserves access to high-level clinical guidance, training, and support.
Led by board-certified emergency physicians with EMS and Law Enforcement experience, we deliver medical direction, field response, training, and consultation across all sectors of public safety. Our goal is to ensure safe, coordinated, and high-quality care—whether through protocol development, on-scene medical expertise, or dispatcher-assisted interventions.

Meet our Physician Leadership

Dr. Tiffany Abramson
Medical Director, Long Beach Fire Department
Dr. Abramson is a practicing emergency physician at a Level 1 trauma Center and the Medical Director of the Long Beach Fire Department and Long Beach Fire Communications Center. She is an active member of several LA County EMS Agency committees including the Medical Council, Provider Agency Advisory Committee, the Innovation, Technology and Advancement Committee, and the EMS and LE Co-Response Committee. Following undergraduate studies at Harvard University, she obtained her medical degree at the Keck School of Medicine of the University of Southern California. She completed her emergency medicine residency at LAC+USC and remained on to complete the LAC+USC/LAFD ACGME-accredited EMS fellowship. Dr. Abramson’s passion for EMS began during her time as a reserve EMT with the Pasadena Fire Department and has grown over the last fifteen years. In her various roles, she supported the implementation of the LAFD Telemedicine Program and the development of the Los Angeles County ECMO pilot, served as the Medical Director of the Los Angeles Marathon and Pasadena Rose Bowl Marathon, provided education to MICNs and emergency medicine trainees, and delivered medical care at the Special Olympic World Games. Her professional interests involve the intersection of resource utilization, healthcare disparities, and mobile integrated health.

Dr. Marc R. Cohen
Medical Director, Los Angeles City Fire Department
Dr. Cohen serves as the Medical Director for the Los Angeles City Fire Department and the EMS Medical Director for the Beverly Hills, Torrance, Manhattan Beach, and El Segundo Fire Departments. A leader in Mobile Integrated Health and EMS innovation, he developed California’s first Nurse Practitioner Response Unit. He is a practicing emergency medicine physician and a longstanding member of the Los Angeles County EMS Agency’s Medical Advisory Council. Dr. Cohen has extensive experience as an expert reviewer and medical consultant with the Medical Board of California, as well as a private medicolegal consultant. He is double board certified in Emergency Medicine and Emergency Medical Systems. He earned his medical degree from Stanford University after completing his undergraduate studies at Johns Hopkins University. In addition, he is the president of the First Responders Honor Foundation, a nonprofit dedicated to supporting those who protect our communities.

Dr. Clayton Kazan
Medical Director, Los Angeles County Fire Department
Dr. Kazan has held countless positions in EMS since starting as an EMT at UCLA in 1994. Across 30 years in EMS and Emergency Medicine, he has held positions ranging from EMT to skills instructor to dispatcher to emergency physician to medical directorships in both emergency medicine and EMS. He earned his BS from UCLA in 1996, his MD and MS from the Chicago Medical School in 2001. He completed his internship at the University of Hawaii before returning to UCLA for his residency in Emergency Medicine, which he completed in 2005. Dr. Kazan’s passions include teaching, quality improvement, and process development. Since joining the Los Angeles County Fire Department in 2015, he has launched numerous innovative and nationally recognized initiatives that are transforming the practice of EMS. Dr. Kazan is a member of the Board of Directors of the EMS Medical Directors' Association of California (EMDAC) and the National Association of EMS Physicians (NAEMSP). He is a winner of the California ACEP EMS Achievement Award and the California EMS Authority Distinguished Service Medal.

Dr. Angelica Loza-Gomez
Medical Director, Glendale Fire Department
Dr. Angelica Loza-Gomez is double board certified in Emergency Medicine and Emergency Medical Services. She works at a large, Level 1 Trauma Center in Los Angeles, where she serves as the Base Station Medical Director. She also serves as the Medical Director for the Verdugo Fire Communications Center in Glendale as well as a number of Fire Departments in the San Gabriel Valley. She provides Medical Oversight for the Glendale Police Department, overseeing the Automated External Defibrillation program, Naloxone program and Tactical EMS program. She has 10+ years of EMS Medical Oversight and clinical experience. She holds a Medical Degree from Stanford School of Medicine and completed her Emergency Medicine Residency Program at the Los Angeles County + University of Southern California.

Dr. Joe Nakagawa
Medical Director, Hawthorne, El Segundo, Manhattan Beach, Inglewood, and Gardena Police Departments, McCormick Ambulance Company
Dr. Joe Nakagawa graduated from the University of California, Los Angeles School of Medicine and completed his residency in Emergency Medicine at UCLA. After 20 years as an Emergency Physician and part time Police Officer, he now works full time as a sworn Law Enforcement Officer while working part time as a physician. Under his direction, Hawthorne PD has implemented a wildly successful law enforcement medical services program. The program has resulted in countless lives saved and other agencies have signed on to reap the benefits of medical oversight in law enforcement. In addition to his duties as medical director, he continues to work patrol, SWAT, and operational TEMS, keeping him in touch with the reality of EMS on the front lines.
